建国后的几十年我国培养了一大批科学家,取得了许多重大科研成果。全盘否定或者基本否定过去都是不负责任的态度。另一方面,我们又不得不承认,面对世界科技的飞速发展,旧体制中不适应新形势的缺点还很多。科技体制改革刻不容缓。中国有其特殊的国情,全面照搬西方发达国家的科技体制是不可取的。标新立异又总有风险。要建立一套先进的符合中国国情的新体制,需要从中央到基层各界人士的认真深入的讨论。笔者愿意就科技人才管理方面几个具体问题提出个人不成熟的看法。 关于铁饭碗 In the decades after the founding of our nation, China trained a large number of scientists and made many major achievements in scientific research.
