为了调整兵团纺织工业的产品结构,充分利用新疆丰富的石油资源,增强兵团的经济实力,1990年兵团决定在乌鲁木齐建设一座涤纶纤维厂。1992年10月,经国家纺织工业部批准,新疆天纶化学纤维厂正式立项。1994年10月,设计规模为年产11500吨涤纶长丝及配套加工能力的生产厂房和公用设施动工兴建。由于资金缺口较大,原设计安装4条生产线的厂房,只安装了2条。1996年10月和1997年4月,2条生产线FDY(全牵伸丝,可直接用于纺织)和POY(预取向丝,需加弹后再用于纺织)相继投入生产,形成了年生产涤纶长丝4500吨(标准产量)的生产能力。天纶化学纤维厂自投产以来,在兵团领导、兵团经贸委的关心支持下,在厂领导班子的正确领导下,在资金十分困难——没有流动资金的情况下,积极想办法开工生产,采取承包租赁、来料加工等办法,通过提高生产管理水平,坚持生产,通过收取租赁费、加工费获得了一定数量的资金,不仅解决了职工的工资,并且给自己开工生产积累了部分流动资金。
In order to adjust the product structure of the XPCC textile industry, make full use of Xinjiang’s abundant petroleum resources and enhance the economic strength of the XPCC, in 1990 the Corps decided to build a polyester fiber plant in Urumqi. In October 1992, Xinjiang Tianlun Chemical Fiber Factory was formally approved by the Ministry of Textile Industry. Since its production, the Tianlun Chemical Fiber Plant has been under the correct support of the leaders of the BINGTUAN and BingTuan Economic and Trade Commission. Under the correct leadership of the factory’s leadership team, it has been very difficult to find funds, and has been actively trying to start production. The methods of contracted leasing, processing of incoming materials, etc., through the improvement of production management, insisted on production, obtained a certain amount of funds through the collection of rental fees, processing fees, not only solved the wages of employees, but also accumulated some of the liquidity to start their own production.
