针对广州村庄地区发展所面临的用地矛盾、经济发展、土地利用等主要问题,重点对制约广州乡村地区发展的核心政策进行分析和解读,提出对留用地、“三旧”改造、宅基地等核心政策的优化思路和方向,并探索通过建立政策分区的规划策略,以三类空间分区为关键强化政策落位的工作思路,使各类政策更具有针对性和可操作性.
