三、工会对劳动市场的影响近年来独联体国家工会依旧努力参与解决就业问题,从各方面对就业市场施加积极的影响。这方面的活动主要体现在各国制订的年度劳动与社会协议的内容里。所谓劳动与社会协议是由独联体各国政府(由政府的劳动或社会保障部门代表)、雇主联合会和工会三方的代表依照劳动法和工会法等法律的规定签订的劳动与社会协议,一般是一年或两年签订一次。在全国一级称为劳动与社会总协议,是统管全国的最重要的协议。地方的州(相当于省)、市和区等各级也签订各自的劳动与社会协
