公办高等院校巨额贷款的风险最终归结为政府的财政和公共资源风险、社会稳定和发展的风险。化解这个风险的关键是找到适合国情和高等教育发展阶段的政府权力、学术权力、市场力量的公共政策平衡点,改革高等教育的两级举办体制,加强中央财政支持大众高等教育的政府责任,明确经济发达地区省级以下政府支持高等教育的责任。本文就此展开了相应的理论分析,提出了相应的政策建议。
The risk of huge loans for public institutions of higher learning ultimately comes down to the risks of government financial and public resources, social stability and development. The key to resolving this risk is to find the balance of public policies that fit the national conditions and the stage of development of higher education, such as government, academic and market forces. We should reform the two-level system of higher education and strengthen the central government’s responsibility to support public higher education. Responsibilities of government supporting higher education below the provincial level in economically developed regions. This article has carried on the corresponding theoretical analysis, proposed the corresponding policy suggestion.
