前一段时间,我们对全县部分乡村农田水利设施管理情况进行了专门调查,对如何加强水利设施维修管理、促进水利建设良性循环进行了初步研讨。通过调查,我们深深感到:目前我县水利现状与经济建设、社会发展的客观要求很不适应。要富民兴淮,要实现“七五”宏伟目标,必须采取紧急措施,把农田水利设施真正当作农业的命脉,切实维修好、管理好,使之发挥应有的效益。
Some time ago, we conducted a special survey on the management of some rural farmland water conservancy facilities in the county and conducted a preliminary discussion on how to strengthen the maintenance and management of water conservancy facilities and promote the virtuous circle of water conservancy construction. Through the investigation, we deeply feel: At present, the present situation of water conservancy in our county is not suited to the objective requirements of economic development and social development. To enrich the people and prosper the Huaihei, in order to realize the grand goal of “the Seventh Five-Year Plan”, urgent measures must be taken to truly treat the farmland water conservancy facilities as the lifeblood of agriculture and effectively repair and manage them so that they can bring their due benefits into full play.
