在当下中国行政法学知识生产的竞争中,部门行政法学占据了重要地位。基本建成法治政府战略目标的提出,为部门行政法学的长足发展提供了契机。以现实问题解决为导向的精耕细作型微观部门行政法研究进路,需要从求新、求广和求异三个方面予以拓展;以整合微观提取共性为导向的承前启后型中观部门行政法研究进路,需要从任务、范畴和框架三个方面拓展合作行政法研究;以中度抽象水准论题提炼为导向的纵横捭阖型宏观部门行政法研究进路,需要在克服实践依赖和理论自恋的基础上,通过大量直接、深入、持续的实证观察,努力检验、修正、反哺和发展行政法学总论。在中国行政法学的时代转型中,三种部门行政法学研究进路不可或缺。
