文化产业政策是国家产业政策的重要组成部分,是以“文化产业”为政策对象的产业政策。但由于文化产业政策不同于一般的产业政策,文化产品具有的外部性、公共产品属性以及文化产业作为一个高投入、高产出的行业所显示的特性,在市场存在缺陷的情况下,这种特殊性使政府介入成为有效理由,只要政府干预适当、政策设计得当,就能够低成本地有效地实现公共政策目标进而满足人们的精神文化需要。
