民间社会保障是一些由私人之间的相互制约来维持的互助合作规范。在相对落后且国家社会保障尚不完善的藏区,民间社会保障是国家社会保障的有力补充。本文在分析藏区民间社会保障现状的同时,探究民间社会保障的困境,以期使民间社会保障为藏区和谐稳定发挥更大更好的作用。 Civil social security is a number of mutually beneficial cooperation norms maintained by mutual restraint between private individuals. In the relatively underdeveloped Tibetan areas where social security in the country is not perfect, civil social security is a powerful complement to the national social security. This article analyzes the status quo of civil social security in Tibetan areas, at the same time, explore the plight of civil society security, with a view to enabling non-governmental social security to play a greater and better role in the harmonious and stable development in Tibetan areas.
