深圳市十三五人才发展若干思考

深圳市十二五人才发展取得了重大成绩,同时也存在不少困难和问题,其原因是多方面的。立足于现有的基础,站在新的起点线上,如何规划深圳市十三五人才发展问题,就成为一项重要的战略研究任务。必须突出强调以下方面:要契合十三五时期改革开放大局来认清人才发展的使命;既要充分发挥市场在人才资源配置中的决定性作用,又要更好地发挥政府在人才发展中的作用;要着力营造有利于人才发展的重要环境,强化政府人力资源部门在人才发展中的重大作用。 Shenzhen Twelfth Five-Year Talent Development has made great achievements, but there are also many difficulties and problems for many reasons.
