党的十五大重申了我国当前仍然处于初级阶段的论断。江泽民同志在报告中说:“在党的纲领中明确提出社会主义初级阶段的科学概念,这在马克思主义历史上是第一次。”早在十年前,邓小平就指出:“社会主义本身是共产主义的初级阶段,而我们中国又处社会主义的初级阶段,就是不发达的阶段。一切都要从这个实际出发,根据这个实际来制订规划。”近20年来社会主义改革开放和现代化建设的实践证明,正是我们准确掌握了这个理论,以经济建设为中心的各项工作才取得了前所未有的巨大成就。十五大开辟了跨世纪的新时期,继续坚持党在初级阶段的基本路线和纲领,就能不断从胜利走向更大的胜利。
