20世纪80年代以来,西方国家在对市场失灵与政府失灵进行纠错的基础上,提出了治理理论的行政改革理念和模式。治理理论的实质在于实现政府、市场与公民社会之间的良性互动,以此来弥补政府和市场在调控和协调过程中的某些不足。治理理论在一定程度上反映了公共行政发展的规律和趋势,借鉴和吸收其合理因素对于推进我国公共行政改革具有借鉴意义,我们应该选择性地借鉴,将借鉴与创新有效结合起来。
Since the 1980s, Western countries put forward the concept and mode of administrative reform on the basis of correcting the market failure and government failure. The essence of governance theory is to realize the benign interaction between government, market and civil society, so as to make up for some deficiencies in the process of regulation and coordination between the government and the market. To a certain extent, governance theory reflects the rules and trends of the development of public administration. Drawing lessons from and absorbing its reasonable factors has reference value for promoting the reform of public administration in our country. We should selectively learn from it and combine it with innovation effectively.
