Absorbing foreign direct investment is an important way for China to open up to the outside world, and it is also an important part of China’s national economic development strategy. Foreign investment has developed rapidly over the past 16 years and has achieved very good results. As of the end of June this year, a total of 237,458 foreign-invested enterprises were approved nationwide, with a total contractual foreign investment of 334.3 billion U.S. dollars and actual foreign investment of 111.9 billion U.S. dollars. In 1994, more than 100,000 foreign-invested enterprises were established and the industrial output value reached more than 400 billion yuan, accounting for 12.8% of the country’s total industrial output;
