创新社会治理体制是推进国家治理体系和治理能力在社会建设层面的要求,也是振兴辽宁老工业基地、促进辽宁省经济社会发展的必由之路。本文运用了文献研究法和探索性研究法,首先从社会政策、民间组织、公共服务和公共安全四个角度,对创新辽宁省社会治理体制的内容作了简要解析,然后根据社会治理体制创新的内容梳理出辽宁省社会治理的思路,首先是丰富主体系统,建立多元化的社会治理主体;其次是规范民间组织,实现社会参与的制度约束;三是提高技术水平,构建新型的网络信息平台;最后是坚持公平正义,努力实现公共服务均等化。旨在通过这些问题的解决,加快创新辽宁省社会治理体制改革,实现辽宁省经济社会的振兴发展。
Innovating the social governance system is a requirement for promoting the state governance system and governance capacity at the social construction level and also the only way to rejuvenate Liaoning’s old industrial bases and promote Liaoning’s economic and social development. In this paper, the literature research method and exploratory research method are used. Firstly, the contents of innovation social management system in Liaoning Province are briefly analyzed from four aspects: social policy, non-governmental organization, public service and public safety. According to the innovation of social governance system, Content combing out the idea of social governance in Liaoning Province, first of all, to enrich the main system, the establishment of a wide range of social governance subjects; followed by the regulation of non-governmental organizations to achieve institutional constraints of social participation; third is to improve the technical level and build a new type of network information platform; Lastly, we uphold fairness and justice and strive to achieve equalization of public services. The purpose of these problems is to speed up the reform of social governance system in Liaoning Province and to achieve the revitalization and economic development of Liaoning Province.
