利用农村土地收益融资,是解决当前农村经济发展过程中贷款难、担保难的新举措,重新盘活了农村土地,使其高效利用,收益增高。但在农地流转收益保证贷款的实施过程中,存在着法律法规空缺、产权界定不明确、土地价值评估难度大、抵押品变现困难等实施风险,只有采取措施应对这些风险,才能使农地收益保证贷款的项目顺利进行下去。
