The past 1998 was a year for our country to step up its reform even further. Guided by the spirit of the 15th National Party Congress, China’s economic restructuring and economic construction have entered a new phase. The new government of the Ninth National People’s Congress has set forth a new goal of sustained development and successively introduced a series of reform measures to make the people excited. Despite the extraordinary floods hit by a century and the drastic turmoil in the international financial markets, with the concerted efforts of the people across the country, we have overcome difficulties and obstacles, the steady growth of the national economy and the still great political and economic situation in our country. Along with the in-depth development of the reform of the economic system, on the one hand, the competent departments of state economy accelerated the transformation of their functions and implemented macroeconomic management; on the other hand, the pattern of self-management by enterprises gradually formed and the modes and means for the state to implement the legalized management of enterprises had achieved results.
