1998年12月22日,总行机关召开党员大会,选举产生了总行第二届机关党委和机关纪委。总行党委领导和机关全体党员参加了大会。总行党委书记、行长谢旭人同志作了重要讲话。谢行长在讲话中强调,总行机关党的建设要紧紧围绕我行工作中心展开,与机关建设结合起来,特别要着重抓好三个方面:一是抓好学习,进一步统一广大党员和干部职工的思想和行动。要落实好总行党委关于政治理论学习的部署,深入学习邓小平理论,学习十五大和十五届三中全会精神,学习党中央、国务院关于金融、粮食流通体制改革的决定以及加强收购资金管理的指示,学习收购资金管理的政策和业务,进一步从理论上认清农发行的建行宗旨与根本任务,认清加强收购资金管理、实现封闭运行的意义和作用,切实消除认识上的偏差,解决工作中的问题,把思想认识统一到党中央、国务院的决定和指示精神上来。深化对封闭运行规律的认识,掌握封闭运行管理工作的要领,提高发现问题、分析问题、解决问题的能力,坚定信心,毫不松懈,真正把收购资金管住管好。
