以我国社会工作专业参与公办福利机构服务的演进机制为主题,介绍了社会工作参与的理论与实践背景、相关路径与特征、发展趋势等内容。社会工作参与以社会福利的社会化、专业化改革为实践背景;以倡导政府部门与非营利组织协作互补的“公私协力”视角为理论基础;当前社会工作参与路径,以合同承包为主要方式,以需求导向为服务内容;演进机制的特征为成熟地区的服务辐射效应、外部经济的强大影响以及内生为主的人才培养取向;演进机制的优化空间在于人事制度对社工身份差异的破解、购买方对社工服务的接纳以及承接方对组织质素的自觉提升。
With the theme of the evolution mechanism of social work professionals participating in the service of public welfare agencies, this paper introduces the theoretical and practical background, relevant paths and characteristics, development trends and other aspects of social work participation. Social work participation takes the socialization and specialization reform of social welfare as its practical background; based on the theory of “public-private cooperation” which advocates the cooperation of government departments and non-profit organizations; the current social work participation path is mainly contractual contracting Mode and demand orientation as the service content. The evolution mechanism is characterized by the service radiation effect in mature regions, the strong influence of external economy and the orientation of endogenous talent training.
