2011年,上海市计划建设和筹集保障性住房1500万平方米(约30万套)。保障性住房建设时间紧、任务重、社会关注度高,上海市建设主管部门始终把建设高质量的保障房作为政府在住宅建设方面的首要职责,在市场准入、机制创新和责任追究等方面采取了一系列措施,落实质量保障体系,确保了工程质量。按照住房和城乡建设部的要求,上海市严格落实了三项监管措施,建立了保障性安居工程市场准入和清出机制及第三方监管机制,强化责任落实,保证工程质量全寿命周期受控。
