在全面深化改革和经济现代化建设的新阶段,学好用好政治经济学具有重要战略意义,迎来了中国特色政治经济学创新发展的第二个春天。在创新发展过程中必须正确处理好五个关系,即:政治经济学基本原理与时代化的关系;马克思主义政治经济学与西方经济学的关系;研究对象中的生产关系与生产力的关系;经济制度分析与经济运行一般分析的关系;政治经济学资本主义部分与社会主义部分的关系。据此,政治经济学新体系的构思拟分为五大篇:第一篇,经济制度演变;第二篇,经济体制机制;第三篇,微观经济运行;第四篇,宏观经济运行;第五篇,国际经济关系。从战略高度上推进政治经济学学科建设,提出三点建议:一是改进和完善政治经济学课程设置;二是搞好培训,提高公务员政治经济学理论素质;三是加强政治经济学学科建设,编写高质量教材,提高师资水平。
