财政资金是我国人才项目实施的重要保障。本文通过对国家12项重点人才项目文本分析发现,由于人才项目实施方案没有对资金结构、分配依据、拨付渠道、中央和地方责任分担、对中西部的支持等方面进行详细规定,导致运行中出现资金渠道分散、拨付到位时间迟滞、中央地方事权财权分担不清、对中西部支持不足、项目绩效评估困难等问题。而人才工作本身复杂性、部门管理体制和预算制度不完善是人才项目财政资金不配套的深层次原因。因此,本文提出,正确处理政府与市场的关系,加强人才资金多元投入、统筹分配人才项目资金、明确中央和地方责任、加大对中西部支持、完善预算管理体制,是实现人才项目财政资金配套的可行路径。
Financial capital is an important guarantee for the implementation of the talent project in our country. Based on the text analysis of 12 national key talent projects, this article finds that due to the fact that there are no detailed provisions on the funding structure, distribution basis, disbursement channels, central and local responsibilities and the support to the central and western regions, Dispersed funds, time lag in disbursement, unclear shareholding of central and local governments, lack of support for the central and western regions and difficulties in project performance evaluation. The complexity of talent work itself, the departmental management system and the budget system are imperfect, which are the deep-seated reasons why the financial resources of the talent project are not perfect. Therefore, this paper proposes that the relationship between the government and the market should be correctly handled, the diversified input of talent funds should be strengthened, the funds of talent projects should be allocated overall, the responsibilities of the central and local authorities should be clarified, the support to the central and western regions should be increased and the budget management system should be improved. Feasible path.
