各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等学校:为切实保障劳动者的合法权益,确保企业离退休人员基本养老金按时足额发放,保证企业养老保险事业的可持续发展,根据《中华人民共和国劳动法》和《社会保险费征缴暂行条例》等有关规定,结合我省实际,现就进一步扩大企业基本养老保险覆盖范围问题提出以下意见:一、城镇各类企业(含不在城镇的国有和县以上集体企业、外商投资企业)及其职工,均应纳入城镇企业职工基本养老保险范围。企业各种形式的用工,不论用工期限长短,都要按规定签订劳动合同,参加基本养老保险。其中,城镇集体企业的参保范围,仍按照《国务院关于切实做好企业离退休人员基本养老保险按时足额发放和国有企业下岗职工基本生活保障工作的通知》(国发[2000]8号)和《劳动保障部民政部财政部关于贯彻国务院8号文件有关问题的通知》(劳社部发[2000]13号)的有

All types of urban enterprises (including collective-owned enterprises and foreign-invested enterprises above the county level in cities and towns) and their staff and workers should be included in the basic old-age insurance for urban employees. Various forms of employment of enterprises, regardless of employment duration is short, must sign the labor contract in accordance with the regulations, to participate in basic old-age insurance. Among them, the collective insurance scope of urban collectives is still in accordance with the Circular of the State Council on Effectively Issuing the Basic Old-Age Pension of Enterprises Retired in Full and on Time and the Basic Livelihood Protection Work of Laid-Off Workers from State-owned Enterprises (Guo Fa [2000] No. 8) And “Notice of the Ministry of Finance, Ministry of Civil Affairs of the Ministry of Labor and Social Security on Implementing the No. 8 Document of the State Council” (Laoshebufa [2000] No. 13)
