我国从2000年1月1日起实施《中华人民共和国招标投标法》。该法规定了适用于市场经济发展的管理制度,改革了以往的招投标体制;同年7月,国家建设部等七部委联合发布《评标委员会和评标办法暂行规定》12号令,第一次明确了“最低价中标”的原则。
Since January 1, 2000, China has implemented the Bidding Law of the People’s Republic of China. The law stipulates a management system applicable to the development of the market economy and reforms the previous bidding system. In July of the same year, the Ministry of Construction and other seven ministries jointly issued Decree No. 12 of the Provisional Regulations on Bid Evaluation Committee and Bid Evaluation Methods, Clear “lowest bidder ” principle.
