2003年5月27日,海航集团出资1.7亿元受让西安市国有资产管理局持有的西安民生国家股5180.5158万股,占民生集团25.65%股权,成为民生第一大股东。重组后的西安民生集团注册地点和纳税地点不变,主业不变,员工不下岗不分流,待遇提高;重组后的民生集团将引进现代管理体制和经营机制,海航集团将以航空上下游产业链的资源优势支持民生集团发展主业,并拓展房地产业和旅游业,为民生集团搭建一个全新的发展平台,把民生集团打造成中国的“沃尔马”。这次股权重组是西安市政府直接领导下实施“减持国有股”战略的第一家企业,具有重要的示范作用。市长孙清云说,把国有资产从一般竞争行业中退出,这是西安国企改革的大思路和大方向,西安将在下一步继续把一批一般性职能领域的国资退出,吸引更多的投资伙伴参与西安国企改革。
