城乡职业教育一体化作为一种新型的职业教育发展理念,它是科学发展观在职业教育发展领域的具体体现,是城乡一体化的重要组成部分。城乡职业教育一体化集中表现为“四性”:发展目标的一致性;发展过程的双向性;发展速度的协调性;教育资源的互补性。城乡职业教育一体化的制度设计蕴含着公平价值、人本价值、和谐价值与民生价值。
The integration of urban and rural vocational education as a new concept of the development of vocational education, which is a concrete embodiment of the scientific concept of development in the field of vocational education development, is an important part of urban-rural integration. The integration of vocational education in urban and rural areas concentrates on “four characteristics”: the consistency of development goals; the two-way development process; the coordination of development speed; and the complementarity of educational resources. The system design of integration of urban and rural vocational education contains fair value, humanistic value, harmonious value and livelihood value.
