文章从工作实践出发,针对“一证通”农村基层图书馆在实际运作过程中存在的问题和不足提出了见解,目的是为进一步探索“一证通”在基层农村可持续发展的途径和方式,真正实现城乡居民平等享受公共文化服务的权益,实现资源共享。
