天津的大发展,科技起了关键性作用。近年来,天津高度重视科技工作,始终把科技摆在战略位置,把科技进步贯穿于结构调整优化的全过程,融入经济建设的主战场,目前天津已初步形成了高端化、高质化、高新化的产业体系,经济结构发生质变。虽然中国第一辆自行车、第一块手表和第一部电视机均产自这里,但由于种种原因,天津的发展速度曾经一度落后。天津要转变,天津要兴起。2007年3月,《天津市城市总体规划(2005～2020年)》获通过,曾经的“天子渡口”被定位为“国际港口城市、北方经济中心和生态城市”。天津滨海新区获颁国家级新区,被确定为全国的“综合配套改革试点”。
