依循文化治理思想,政府、居民和文化服务组织的协力参与和充分互动是顺利推进城市社区公共文化服务的重要前提。在制度构想中,政府是制度的制定者和实践的主导者、居民是受益者和反馈者、文化服务组织是服务或产品的供给者和官民沟通的粘合剂。但在政府行政惯习的强势支配下,居民的主体性地位被削弱,文化服务组织被迫全面依附于政府,形成了一种政府对居民和组织弱依赖、居民和组织对政府强依赖、居民和组织间弱依赖的“非对称性”互动关系,因此,构建具备标准功能的三元平等互动机制依然任重道远。
Following the idea of cultural management, the concerted participation and full interaction between the government, residents and cultural service organizations is an important prerequisite for smooth promotion of public cultural services in urban communities. In the system conception, the government is the system maker and the leader of the practice. The residents are the beneficiaries and the feedbacks. The cultural service organization is the glue that the service or the product supplier and the officials communicate with each other. However, under the strong dominance of the government administrative habitus, residents’ subjectivity is weakened and cultural service organizations are forced to fully attach to the government. This has led to the government’s weak dependence on residents and organizations. Residents and organizations are strongly dependent on the government. Residents And the weak interdependence of organizations, the “asymmetric” interaction between them, therefore, to build a three-level system of equal interaction with the standard mechanism is still a long way to go.
