我市范围内的水利工程管理单位和乡水利站,有相当一部分综合经营的产值很低,有的一直维持在初期水平。经调查,这些单位管理上的共同点是:采取把单位的固定资产包给个人或集团,并拨给部分经营资金,承包人按时上交单位或水利站一定的收入。具体的供、产、销,固定资产的正常维修,均由承包人负责,单位不承担任何经济责任。这种办法在我们地区称之为“大包干”。
