乌兰布和沙漠综合治理开发区地处荒漠──沙漠地带，生态环境极其脆弱。土壤类型主要有灰漠土（盐积正常干旱土）和风沙土（干旱砂质新成土）。其肥力水平较低，特别是有风蚀、沙化等问题。但这里有光热充足、人为破坏少、植被覆盖度高，以及可以引黄河水灌溉的优势。针对上述特点，提出了合理利用荒漠──沙漠土壤资源的意见：以可持续发展方针做指导，加强预防和保护意识，按照一水、二林、三农牧渔工副的顺序进行综合开发利用。
