随着经济社会的发展,生态环境受到破坏的现象日趋严重,环境污染犯罪是破坏生态环境的重要元凶。环境污染犯罪的频繁发生,严重威胁着人民群众的生命财产安全,环境污染问题已经成为影响我国社会安全的重要因素。遏制和防治环境污染犯罪是构建美丽中国和建设生态文明社会的重要举措。已经造成的生态破坏结果,急需进行生态补偿,以期最大程度恢复健康的生态环境。在传统治理环境污染犯罪和生态补偿的方式成效甚微的情况下,有必要探寻新的防治路径。动员广大社区群众来参与环境污染犯罪的防治及生态补偿,可以有效解决当前我国环境污染犯罪治理的困境以及生态补偿成本过高、补偿监督不力、补偿方式不合理、补偿渠道不畅通等问题。
With the economic and social development, the phenomenon of damaging the ecological environment is becoming increasingly serious. The crime of environmental pollution is an important culprit in destroying the ecological environment. The frequent occurrence of environmental pollution crimes seriously threaten the lives and property of the people and the environmental pollution has become an important factor that affects our social security. To curb and prevent crimes of environmental pollution is an important measure to build a beautiful China and build an ecological civilized society. As a result of the ecological damage that has already been caused, ecological compensation is urgently needed so as to restore a healthy ecological environment to the maximum extent possible. Under the condition that the traditional ways of controlling environmental pollution crime and ecological compensation have little effect, it is necessary to explore a new prevention and control path. To mobilize the broad masses of the community to participate in the prevention and control of environmental pollution crimes and ecological compensation can effectively solve the current dilemma of environmental pollution control in our country as well as the problems of high ecological compensation costs, inadequate compensation and supervision, unreasonable compensation methods and unbalanced compensation channels.
