以部门来决定垄断行业工资的涨升与否,难免有着“人治”的痕迹,为什么我们不能变“人治”为“法治”。据悉,人保部正在制定的《工资条例》虽年内难以出台,但基本框架已经确定。其中政府对工资进行宏观调控的核心是要求“特殊行业”进行工资公示,而所谓“特殊行业”实际是指垄断行业。垄断企业每一次涨薪、补充社保等都将需要国家有关部门审批。(据11月22日《华西都市报》消息)
