私营企业建立职代会制度,是我国加入世贸组织,实现私营企业管理机制与国际接轨的必然选择。二战后,世界各国为给本国经济发展创造一个安定的、良好的社会环境,纷纷在协调劳资矛盾上寻找新的途径。许多资本家发现采取传统的管理方法监督工人劳动已实在行不通,他们试图从“内因”方面探究调动职工积极性的办法,于是,行为科学在战后的美国应运而生,并相继传播到其他发达资本主义国家。行为科学是一种分析人的行为,研究控制、引导行为办法的科学。行为科学被应用于研究企业管理便产生了现代管理理论。这种理论认为:资本主义企业管理中应该坚持以人为本,注重人的因素。因而,它提倡改变传统的管理方法,在企业管理中重视人性,开展民主,鼓励职工发表意见,提合理化建议,甚至主张让工人在一定程度和一定层面上参与企业管理。
