随着中国经济持续快速发展,我国已经成为仅次于美国的世界第二大石油消费国,战略石油储备也已成为国家能源安全体系最重要的一个环节。由于起步较晚,中国战略石油储备的体系尚未完善。而美国的战略石油储备已有近百年的历史,其体系完善,经验成熟,规模、制度、储备方式方法等方面都值得中国借鉴。那么,如何借鉴美国的经验,尽快完善自己的战略石油储备体系?能源经济问题专家、中国能源经济研究院战略研究中心主任陈柳钦在接受本刊记者专访时做了回答。
With the sustained and rapid development of China’s economy, our country has become the second largest oil consumer in the world after the United States. The strategic oil reserve has also become the most important link in the national energy security system. Due to a late start, the system of China’s strategic petroleum reserve has not yet been improved. The United States has a history of nearly a century in strategic oil reserves. Its system is well established, its experience is mature, and its scale, system and methods of reserves are all worth learning from China. So how do we learn from the experience of the United States and improve our own strategic oil reserve system as soon as possible? Chen Liuqin, expert on energy economics and director of the Strategic Research Center of China Institute of Energy Economics, answered in an interview with our correspondent.
