This paper uses the survey data provided by the World Bank on the manufacturing environment of Chinese manufacturing companies to test the impact of minimum wage standards on corporate innovation behavior and the mechanism of action. The results of the study show that in the short term, the increase in the minimum wage will weaken the dual innovation behavior of enterprises: exploration and development-based innovation. Further, this study also reveals that the minimum wage standard affects the dual mechanism of innovation and channel mechanism of the enterprise. The adjustment mechanism is that the quality of the rule of law and the proportion of state-owned shares have weakened the negative impact of the minimum wage standard on the dual innovation behavior of enterprises. The channel mechanism is employee salary, R&D expenditure and employee training. In addition, the results of the robustness test show that for enterprises of different scales and different levels of innovation, the impact of the minimum wage standard on the dual innovation behavior of the company is heterogeneous.
