中国科学院编译局是在1950年1月正式成立的,最初定名为出版编译局,后经政务院文化教育委员会批准,于同年3月改称为编译局.编译局首任局长是古生物学家杨钟健,他当时在南京任中央地质调查所新生代研究室主任,经过陶孟和与竺可桢两位副院长的推荐,报请政务院批准任命.该局设编译、出版两处,编译处先由关肇直任处长,1950年3月关肇直调任院图书管理处处长后,由黄宗甄继任处长.
The Bureau of Compilation and Translation of the Chinese Academy of Sciences was formally established in January 1950 and was originally named the Publishing Compilation Bureau and was later approved by the Cultural Affairs Commission of the State Council and renamed as the Compilation Bureau in March of the same year. The first director of the Compilation Bureau was paleontologist Yang Zhongjian, At that time, he was Director of the Cenozoic Research Office of the Central Commission of Geological Survey in Nanjing, and was submitted to the State Council for approval for appointment after being recommended by two vice-presidents of Tao Menghe and Zhu Kezhen, which was compiled and published in two places.
