公路客运站建设投资主体仍然是行业和部门行为,客运站场经营的市场主体地位尚未完全确立,同时,管理手段落后,营运效率不高,融资方式单一,融资困难。这些是我国公路客运站场投资建设及运营过程存在的主要问题。政府引导、多元筹资,政府规范、企业建设,逐步推行所有权与经营权分离,确立公路客运站场市场经营主体地位,以及理顺投资、建设、营运和管理四个主体的关系,这些是从体制上解决我国公路客运站投资建设与营运问题的主要途径。而在通过政府支持来节约投资,以及各级交通管理部门予以补贴的基础上,采取设立共同投资基金、发行站场建设债券、上市融资,以及采取BOT、TOT模式进行融资,这些是解决我国公路客运站场建设融资困难的主要途径。
