目的分析某省疾控中心(CDC)开展科研工作的优势(strength,S)和劣势(weakness,W)、机遇(opportunity,O)和威胁(threat,T),明确科研管理工作的重点。方法用文献法和访谈法收集资料,描述CDC科研工作现状,用SWOT分析法对现状进行分析。结果据SWOT分析结果,在领导支持、人力资源、设备设施、对外交流、平台建设等方面具备优势;不足之处主要是研究经费管理、激励方式和科研管理体系建设。机遇主要有科教兴国战略、新时期政策支持及科技信息管理系统应用推广;面临的威胁主要来自人才竞争、严峻的疾病防控形势和社会主流意识的影响。结论据SWOT分析结果,该省CDC应提高科研管理水平,在加强科研管理体系建设的基础上,制定发展规划和人才培养计划,探索激励机制,加强文化建设和健康教育与促进,促进科研可持续发展。
Objective To analyze the strengths, weaknesses, opportunities and threats of a CDC in scientific research and to lay emphasis on the management of scientific research. Methods Collecting materials by literature method and interview method, describing the current situation of CDC research work and analyzing the current situation by SWOT analysis method. Results According to the result of SWOT analysis, it has advantages in terms of leadership support, human resources, equipment and facilities, foreign exchange and platform construction. The deficiencies are mainly the research funding management, incentive methods and scientific research management system. Opportunities include the strategy of rejuvenating the country through science and education, the policy support in the new era and the application and promotion of S & T information management system. The threats mainly come from the talent competition, the severe disease prevention and control situation, and the influence of social mainstream consciousness. Conclusion According to the result of SWOT analysis, CDC in this province should raise the level of scientific research management. On the basis of strengthening the construction of scientific research management system, formulate development plan and personnel training plan, explore incentive mechanism, strengthen cultural construction and health education and promotion, and promote scientific research sustainability development of.
