从去年底发现高致病性禽流感疫病,到今年3月16日我国宣布已确诊的49个疫区全部解除封锁,养殖业经历了一场惊心动魄的严峻考验。但解除封锁并不等于就此解除了疫情。疫情蔓延也充分暴露出了我国动物防疫体系存在的薄弱环节。为此,本刊特摘编《中华人民共和国动物防疫法》(1998年1月1日起施行)部分章节,以引起业界高度重视,以期尽快建立起应对动物疫病的高效快速反应机制。
Since the end of last year, we found the highly pathogenic bird flu epidemic. By March 16 this year, China declared that 49 confirmed epidemic areas were completely closed. The aquaculture industry has undergone a severe and thrilling trial. However, lifting the embargo does not mean that the epidemic has been lifted. The spread of the epidemic has also fully exposed the weak links in China’s animal epidemic prevention system. To this end, we extract the “People’s Republic of China Animal Epidemic Prevention Law” (January 1, 1998 come into force) sections to attract industry attention, with a view to establishing an effective and rapid response mechanism for animal epidemics as soon as possible.
