On October 28, Liao Shaohua, former CPC chief of Zunyi, Guizhou, was placed under investigation, three days before his being removed from his posts. He became the 11th vice-governor-level governmental official fell after the 18th CPC Congress.
Around the investigation into him, two merchants close to Liao Shaohua and his wife were taken away for investigation. And several governmental officials in the Southeastern Autonomous Region of Guizhou were asked to provide relevant information. When he was chairing the Southeastern Autonomous Region of Guizhou, he was quite close to those two businessmen from Hunan, who were respectively engaged in the contract projects or real estate development.
There were many guesses about why Liao Shaohua was investigated and punished. In July 2012, Liao Shaohua was appointed Party chief of Zunyi, the second largest city in Guizhou. In January 2013, he jumped into the CPC committee of Guizhou as a standing member. However, his first year in Guizhou was not that perfect – he even did not propose a detailed idea of administration for Zunyi. “He had not stepped out of the mindset as a governor of a county,” a local governmental official said.
Since he had not done anything for Zunyi, it was quite possible that his malpractices did not happen in this city. The Southeastern Autonomous Region of Guizhou was possibly where he fell from grace and the cause might relate to official promotion and infrastructure projects.
