胡耀邦同志在十二大报告中论述经济建设的战略重点时说:“交通运输的能力同运输量增长的需要很不适应,邮电通讯设施也很落后。要保证国民经济以一定的速度向前发展,必须加强能源开发,大力节约能源消耗,同时大力加强交通运输和邮电通讯的建设”。这里包含了三层意思,第一,邮电通信和能源、交通同样是经济建设的战略重点;第二,处在战略重点地位的邮电通信还很落后,即与国民经济发展的需要很不适应;第三,由以上两点得出的结论是必须大力加强邮电通信建设。如何结合我国邮电通信的具体情况,进一步领会上述精神,探索发展我国邮电通信建设的具体道路,这就是我们邮电工作者的光荣任务。

First, postal and telecommunications, energy and transportation are also strategic priorities for economic construction. Second, postal and telecommunications at a strategic priority are still far behind, which is incompatible with the needs of national economic development. Third, the conclusion drawn from the above two points is that we must vigorously step up the building of post and telecommunications. How to combine the specific conditions of China’s post and telecommunications to further understand the above-mentioned spirit and explore the development of China’s postal and telecommunications construction of the specific road, which is our glorious task of post and telecommunications workers.
