21世纪以来,欧盟成员国间职业教育与培训领域合作不断加强,包括校长在内的职业教育专业人员能力结构标准的研究成为职业教育研究的重要议题,取得了许多新成果。文章重点解读欧盟职业学校校长能力结构标准。该结构标准涵盖行政管理、培训、发展与质量保证,以及工作关系网构建等四个核心能力领域。其特点主要包括:校长责任范围拓宽,能力要求更广、更高;成立领导团队,分配、下放领导权和管理权;领导学习型组织建设,促进组织和员工持续发展;全面构建工作关系网,重视质量保证等。
Since the 21st century, the cooperation between EU member states in vocational education and training has been continuously strengthened. The research on the standard of competency structure of VET professionals, including principals, has become an important topic in vocational education research and many new achievements have been made. The article focuses on the interpretation of the EU occupation school principals competency structure standards. The structural standards cover four core competence areas: administration, training, development and quality assurance, and construction of a work network. The main features include: the principal responsibility to broaden the ability to require a broader and higher; the establishment of a leadership team, distribution, decentralization of leadership and management power; leadership learning organization construction, and promote the sustainable development of organizations and employees; comprehensive construction of the working relationship network, Emphasis on quality assurance.
