2004年3月,十届全国人大二次会议通过的《政府工作报告》明确提出“实施以生态建设为主的林业发展战略”。这一林业发展战略的提出,集中体现了《中共中央国务院关于加快林业发展的决定》的精神,使以生态建设为主的林业发展战略不仅成为党的战略,而且成为了国家的战略、人民的战略。盛世兴林,是我国国泰民安、欣欣向荣的标志之一。而实施以生态建设为主的林业发展战略,则是实现中华民族伟大复兴、建设中国生态文明社会的一个历史性选择。
