随着“走出去”战略的不断推进,走进非洲的中资企业不断增多。中资企业通过参与基础设施建设,支持当地教育、组织文化活动,解决当地居民饮水困难问题、改善医疗条件、提供人道主义援助等公益活动,极大地带动了当地人的就业,促进了投资目的国经济的发展。但是,由于未能全面兼顾各利益相关者的诉求,很多中资企业虽然“走入”了非洲,却未“走进”当地社会。有鉴于此,企业应通过提高管理者的责任意识提升公益管理水平,并促进与各类利益相关者的融合;政府则应通过制度与政策支持等方式为企业创造良好的海外履责条件,加强与非政府组织合作,使其发挥自身优势,助力在非中资企业的经营活动。
As the strategy of “going global” has been continuously promoted, the number of Chinese-funded enterprises entering Africa has been on the increase. By participating in infrastructure construction, supporting local education, organizing cultural activities, solving the drinking water problems of local residents, improving medical conditions and providing humanitarian aid, Chinese-funded enterprises have greatly promoted the employment of local people and promoted the goal of investment economic development. However, many Chinese-funded enterprises did not “walk into ” the local community because they failed to fully meet the demands of various stakeholders. In view of this, enterprises should improve the management level of public welfare by improving the sense of responsibility of managers and promote the integration with various stakeholders; the government should create favorable overseas performance conditions and strengthen the enterprises through institutional and policy support Cooperate with non-governmental organizations to give play to their own advantages and help boost the operating activities of non-Chinese-funded enterprises.
