德国职业教育的培训条例是一个在职教课程领域内具有法律效力的文件,其在全德职教课程中起着统一定向和规范指导的作用。每个职业均有相应的培训条例,也就是说德国国家承认的376个职业均有各自的培训条例。其由联邦政府、各州政府、雇主协会和雇员协会四方代表联合协商制定,并由德国联邦职业教育研究所具体实施制定方案。所有企业,职业学校和各类培训机关均要按照培训规章所规定的内容进行职业培训,违反这些原则则要按“联邦职业教育法”的规定受到相应的处罚,这就有力地保证了全德统一的职业培训质量和造就具有资格的职业人才。
The German Vocational Training Regulation is a document that has the force of law in the field of on-the-job training. It plays a role of uniform orientation and normative guidance in the course of teaching and learning in Germany. Each occupation has a corresponding training regulations, that is, the German state recognized 376 occupations have their own training regulations. It is jointly negotiated by the federal government, the state governments, employers ’and employees’ representatives, and is developed by the German Federal Institute of Vocational Education. All enterprises, vocational schools and all kinds of training institutions should carry out vocational training according to the contents stipulated in the training regulations. Those who violate these principles will be punished according to the provisions of the Federal Vocational Education Law, which effectively guarantees that all-German Uniform quality of vocational training and the creation of qualified professionals.
