科研设计院、所主要任务是研究、开发设计,主要成果是设计图样、技术文件等软件产品。科研设计单位如何进行质量策划?其作用是什么等问题,在认证上、作法上各不相同,有的甚至偏离了质量策划要求。本文旨在对质量策划进行探讨。1 质量策划的概念 GB/T 6583—1994idt ISO 8402:1994质量管理和质量保证术语中对质量策划的定义是:确定质量以及采用质量体系要素的目标和要求的活动。质量策划包括: a)产品策划:对质量特性进行识别、分类和比较,并建立其目标、质量要求和约束条件。
