传统的视角认为领导者的特质、制度性因素、政府所处的环境等都会对政策创新产生促进作用,而缺乏促进因素的地方则无法进行政策创新。但是,政策创新还受到阻碍因素的制约,如严格的制度规定、上下级的管理、组织成员的竞争关系等。假设援藏干部作为政策企业家在不同环境下的个人素质不变,通过其在西藏自治区中小企业政策创新中的作用为案例,进行分析并得到结论:虽然西藏自治区制度环境中政策创新的促进因素有限,但同时援藏干部受到制度环境的约束变小,因此,由援藏干部推动的政策创新更容易发生。
The traditional view holds that the characteristics of leaders, institutional factors, the environment in which the government is in place will all promote the innovation of policy, while the lack of promotion factor will not be able to carry out policy innovation. However, policy innovation is also hindered by obstacles, such as strict rules and regulations, supervisory management, and competition among members. Assuming that cadres in Tibet and Tibet, as policy entrepreneurs, have the same personal qualities under different circumstances, the author analyzes the role of cadres in Tibet as examples in the policy innovation of SMEs in the Tibet Autonomous Region and concludes that although the promotion of policy innovation in the institutional environment of the Tibet Autonomous Region However, at the same time, the cadres aiding Tibet are constrained by the institutional environment. Therefore, the policy innovation promoted by cadres aiding Tibet is more likely to occur.
