经济、社会的不断发展和城市规模的不断扩大对城市公共消防基础设施的配套建设提出了越来越高的要求。当前各级政府均加大了对消防基础设施建设投入的力度,但因财政困难往往阻碍了这项工作发展的步伐。针对这一问题,烟台市政府通过调动社会各方面力量,坚持政府加大投入,社会多元参与,走出了一条由政府负责总体规划,消防部门具体协调,建设、城管、房地产开发等部门负责基础设施建设的路子,从而使城市公共消防基础设施建设全面达到国家规定的标准,实现了跳跃式发展。
