第一章总则第一条为规范测土配方施肥补贴项目资金的使用,提高资金使用效益,科学、客观、公正评价测土配方施肥补贴项目实施效果,全面推进测土配方施肥工作开展,根据《财政部农业部关于印发<测土配方施肥试点补贴资金管理暂行办法>的通知》(财农[2005]101号)、《农业部办公厅财政部办公厅关于下达2005年测土配方施肥试点补贴资金项目实施方案的通知》(农办农[2005]43号)、《农业部办公厅财政部办公厅关于下达2006年测土配方施肥补贴项目实施方案的通知》(农办财[2006]11号)以及《测土配方施肥技术规范(试行)修订稿》的要求,特制订本办法。
