《中华人民共和国政府信息公开条例》(以下简称《条例》)将于2008年5月1日起正式实施的决定让人们开始关注我国政府信息公开的进程,但与公众反响热烈形成鲜明对照的是,很多政府部门对于此事的态度相对冷淡。除了国家环保总局在《条例》的基础上发布了其针对环保系统的《环境信息公开办法(试行)》外,至今国务院还没有任何一个部门就《信息公开条例》采取任何举措。从现在到明年5月1日还有近一年的时间,希望有关政府部门能够利用这段时间为贯彻《条例》做好充分的准备,并让更多的人了解相关的进程。观点《条例》的实施将加速信息技术在政府部门广泛、深入的应用,这本身也是巨大的IT商机。在近一年的过渡期中,IT厂商完全可以把握机遇,主动出击,提供满足政府信息公开要求的特色解决方案。距离2008年5月1日《条例》的正式实施,各政府部门还有一年的缓冲期。相信在这期间,各个政府部门要做的准备肯定少不了。针对电子政务建设中暴露出的体制问题、法律法规健全问题、信息孤岛问题、业务流程制定和管理的科学合理性问题,各界都在讨论解决方法。此时,《条例》的颁布可能会对这些问题的解决起到督促作用,促使电子政务建设快马加鞭。

In the transitional period of nearly a year, IT vendors can seize the opportunity to take the initiative to provide unique solutions to meet the requirements of government information disclosure. From the official implementation of the “Regulations” on May 1, 2008, each government department has a one-year buffer period. I believe in this period, the various government departments must be sure to do the preparation. In view of the system problems exposed in the construction of E-government, the sound laws and regulations, the issue of information isolated islands and the scientific rationality of the formulation and management of business processes, various solutions are discussed. At this point, the promulgation of the “Regulations” may play a supervisory role in the solution of these problems and prompt the construction of e-government.
